HOA Parking Violations: A Clear Process for Property Managers

Updated: Sep 10
An HOA parking program needs more than a tow sign. Residents, guests, managers and the towing provider should understand the same rules and know who can approve action. Start by documenting the parking problem and the process your community wants to use.
Put the rules in writing
Identify resident spaces, guest areas, restricted areas and any time limits. Explain how a household registers a vehicle, how a visitor receives permission and what happens when a resident uses a rental car. Have the association review its authority and the requirements that apply to the property before adopting penalties or towing procedures.
Make the rules easy to find
Review entrance signs, signs at restricted spaces and the information given to residents. The written policy, signs and permit instructions should agree. Include a management contact for permit questions and the posted towing contact for a vehicle that has already been removed.
Set a lot-check schedule
Tell ParkPro when problems occur and which areas need attention. Scheduled lot checks can be part of an agreed property plan. Choose a realistic schedule and a process for reporting repeated problems. A resident complaint helps identify an issue; it does not, by itself, authorize a tow.
Review a possible violation before acting
The property plan should describe what to document: location, time, vehicle details, relevant signs and permit status. Confirm how staff check exceptions, recent approvals or an incorrectly entered plate. Agree on who may authorize towing and how a disputed decision is reviewed.
Measure whether the plan is helping
Track recurring parking complaints, completed checks, permit questions and unresolved issues. Review these with management and adjust the plan when necessary. The aim is reliable access for authorized users, not a promised number of tows.
ParkPro offers parking-sign setup, scheduled lot checks and authorized towing arrangements throughout current Hanover Wrecker Service and ACT Roadside Assistance service areas, with coverage and terms confirmed for each property. Request a property parking plan or call 833-215-0447.
